any one can Help A buyer give negative Feed Back i can try to contact his Order ID but his Profile with another name ?

It sounds like you are talking about Product Reviews rather than Seller Feedbacks.

Seller Feedbacks can be found in the Feedback Manager and these are the ratings which display on your storefront page and affect your metrics.

Product Reviews are comments about the products left directly on detail pages. These can be left under anonymous names and have no links to order IDs.

As a seller, you shouldn’t be contacting reviewers requesting them to alter their ratings even if the issue was already resolved.
