I see no reason why you would need the additional packaging, if the grey packaging is sufficient to protect the contents from falling out. But if the contents are sharp or are liable to pierce the grey bag, you might need it. Only you can tell but there is nothing in FBA rules that says you need it.

Poly-bagged units
Poly bags used to protect units must meet the following requirements:
The thickness of the bag must be at least 1.5 mil (0.0381 mm).
The poly bag must be transparent.

Have you checked the fba requirements? Would it survive the drop test if not packaged?

With FBA the do not split stickers are normally applied to an item where there is multiple items.
For example you are selling a bundle with 4 packs of playing cards in it. The Do Not Split sticker is put on the outer packaging so Amazon know when receiving it not to split it into 4 individual packs of playing cards and that the set is sold as a pack of 4.
If you are just selling 1 pack of playing card and have put these in a polybag you do not need the Do Not Split sticker.

If you bundle items or mutiple quantities definately use ‘Do Not Split’ stickers - we put these on most items sent to FBA nowadays and it’s significantly reduced the number of bundles thay have been inadvertantly split down at goods in. It stops a lot of post delivery issues.
The requirement for polybagging is usually added if items have loose parts or may have loose parts or numerous components - i.e. an item we well has on occasion ‘lost’ small screws so the requirement was introduced for ‘polybagging’ BUT we have never used polybags - however we instead box the items in cardboard boxes - this is acceptable for ‘polybagging’ - initially we got issues at FBA goods in BUT we always challenge and they always get re-instated - the policy is to retain parts / keep components together not necessarily dictate you use a specific type of outer packaging.
You can always request a review if your item is substantially packaged anyway.
