Regarding VTR, If the FBM order uses Royal Mail 24 / 48, (which uses the a 2D barcode system, this is not a trackable service, but offers a delivery confirmation).
But the big issue here is, often Royal Mail won’t / don’t scan these RM24/48 items on delivery.
Over the years, VTR would account for these non-scan items just as long as you uploaded a 2D barcode number onto Amazon tracking system and prove you sent it via a delivery confirmation service.
Will the new ODTR (On-Time Delivery Rate) metric account for the non-scan Royal Mail 24 / 48 items like VTR did?

Amazon actually removed the line on the VTR policy pages around validation of unscanned parcels. Its not been there for months.
Can't state if it actually impacts VTR or leads to suspensions (it used to lead to a lower VTR rate and warnings, but never a suspension).
I'd always assume that given Amazon don't make reference to it - if you use RM 24/48 - it will lead to impact on VTR and OTDR metrics if they aren't scanned.

Mods have stated that they will only be considered for OTDR if they have a delivery scan. Whether that's how it ends up being applied or is one of their incorrect assertions that typically happen when a new policy is implemented we'll have to wait to find out.
