Has anyone dealt with a non-Amazon partnered carrier driver being told by BWI1 or another FC to have the driver move the pallets to end of trailer?

We have a 2/3 full truck sitting at Amazon BWI1 with a delivery appt and FC is telling the driver to move the pallets with a pallet jack (driver doesn't have one and physically cannot move that weight for medical reasons) to the end of the trailer before they will unload. Was originally scheduled to deliver 3/15 and then refused due to no space at BWI1 and appt moved to today, 3/19.

We've never experienced this before and in opening a case with the help desk, Amazon agreed driver shouldn't be asked to do this. We don't have a direct contact into BWI1 to call or try to work this.
