VTR - 1st Time Category Suspended

We use a third party API (Shipstation) to create all of our shipping labels. All parcels are sent fully tracked and avoid the VTR defect report. However, all of our low value letters and large letters are sent Royal Mail 2nd Class and Royal Mail 48. The tracking ID, Carrier etc are all sent correctly into Amazon. Any unscanned letters with a 2D barcode have always come into the VTR defect report and for the first time ever Amazon have suspended one of our categories. We have never met the 95% target since VTR began.

We have always been under the impression that Amazon validate any unscanned mail and as per Amazon FAQs it says, ''However, we will validate unscanned tracking or package IDs with the integrated carrier before suspending your offers in the affected category. Your offers will not be suspended if you have provided valid IDs, including for all parcels that have not been scanned by the carrier. This includes delivery confirmation-only methods such as Royal Mail 24, Royal Mail 48, Royal Mail first class or Royal Mail second class.''

We have sent our first appeal (and provided evidence of the shipping labels used) and it has been rejected. I feel that we are being forced to go down the buy shipping route or fully tracked for every item (which is not cost effective).

We have emailed support but are not holding out for a favourable resolution. Has something changed that we don't know about?

When you say low value letters, do you mean actual letters, or are you sending them as large letters?

If you mean actual Letters, those are all invalid now. They used to be exempt, but quite a while ago now, I think last April, they changed it so if you're buying letter sized post, it has to be through Buy Shipping.

They are validating large letters but as @Seller_ZQyopdiwkUHOZconfirmed, for letters (ie not large letters) you have to use buy shipping.

Any ideas why they are no longer validating unscanned 2D barcodes on large letters?
