Dear Amazon the reason that sellers are not using this tool is not that they do not know about the tool or how to use it.
The reason sellers do not make reports anymore is that you never and I mean never address anything that is reported to you I gave up reporting over a year ago when I reached 150 reports that Amazon took no action on even simple reports like a wrongful title would never be fixed

You can provide all the evidence of any violation and report through this tool over and over and amazon will take 0 action in our experience.
We have had many issues in the past with all evidence and must of reported over a hundred times and nothing was done about it to this day.

After 7 days & only 3 responses including ours, you really should be able to see how we feel.
The biggest issue for us is when people return items.
We sell rock climbing guidebooks, walking maps & general travel guides. When these are returned they are NEVER wrapped properly! We have had return stickers put on the book with out any wrapping. Maps are returned in large envelopes & get bashed in transit, a bit of tape & a bit of common sense would prevent this.
Safe ts are never refunded & the whole selling process is painful.
If we could go back to people returning products to sellers & us doing the refunds, we might think about carring on.... if not we won't

The best judge of violations are the victims. This is why on other platforms buyers and sellers can rate each other AND leave comments.
I always read these reviews because the balance of opinion is the way to see if a seller or buyer is honest .
When you report a violation Amazon the report goes into a black hole. Never mentioned again. Quote "We keep investigation outcomes confidential but will notify you upon completion". Really ??? Never seen a notification as you suggest.
The "responsible" team does not even acknowledge it. Whatever Amazon has or has actioned to stop violations has not had any effect on reducing the impact for sellers. In fact having sold on here for many years I would say buyer fraud is out of control and growing. There appear to be NO sanctions and dishonest buyers know this.
For goodness sake even customer service reviews are never removed even when there is incontrovertible evidence that the review is untruthful or unfair.
However as you say, Amazon has all of the statistics; so to regain seller confidence it would be a simple matter to post how many violations have been received each month/quarter, how many were upheld and how many dismissed. If Amazon was really serious about this it could add a further metric to differentiate outcomes eg warnings issued, accounts removed etc.
Thereby we could see the improvement Amazon hopes to achieve with this quite unnecessary "tool".

But this tool will only work if Amazon climb down from their TOTAL protection of their customers (buyers).
While 3rd party sellers are treated with contempt, announcements like yours are pointless.
Unless there's a bit more give and take between Amazons customers (buyers) and Amazons customers (sellers) reporting buyer violations will never ever work.
How Amazon treat their own buyers when they purchase directly from Amazon maybe a different matter when buyer fraud and deception is discovered, but as a 3rd party seller like most posters on here, reporting people that buy from us is a waste of precious time.
As for reporting other listings well don't get me started on that shambles.

I needed to report a customer who knowingly abused the returns process and got £180 of goods over three orders. Clear pattern of order, state return, get it for free, order again.
I reported using the REPORT ABUSE facility, on each and every occassion it was auto rejected stating "this is not the right place for report abuse, please go to the report abuse page and report abuse" which is exactly what I had done. I contacted SS you can imagine how that went. I contacted MD@amazon.co.uk which got auto rejected countless times.
So Amazon your report abuse panel is not fit for purpose so instead of trying to change face of it, why don't you actually look at the behind workings and ensure that is in good working order?????
BTW being at a total gasp with frustration over 3 weeks - I took Amazon to Small Claims Court - and won all my money & costs without any contest.
