Still Suspended - am desperate now as nothing working

my account was suspended temporarily over a month ago. I had several A-Z claims for not receiving / receiving late. I was asked to supply tracking / proof of shipping.
I also have a negative balance which resulted in another temp suspension - but tried to pay some off it and it won’t accept any payment so have been trying to resolve the shipping issue first. The reason for over due balance is i desperately didnt know how to get my account back on and gave loads of refunds out before realising the reason my orders weren’t updating to delivered was an error and not my fault.

I have sent many many appeals and plans of actions

when i buy shopping through amazon no tracking id or reference is being added to the order - this is being left blank - nothing is generated so i dont have the tracking Ids to check delivery or show proof. None of my orders for the last year have marked as delivered either . This is my fault for not buying fully tracked , i have put this in my appeal.
I sent around 4 orders late which i have also addressed
ive addressed all issues but still get same reply.
Ive spoke to account health specialist who said to address everything and link to policies and make sure to show a plan going forward so doesnt happen again which i have but no success still. I literally dont know what else to try as ive sent appeals / POA every other day for a month and no further forward.

Whilst working through your appeals and waiting for amazon , focus on other channels
Not sure why you closed your etsy store but your products are probably best suited there

You do not have to buy fully tracked - not really worth the extra cost for items below about £20 value, and if you are using Buy Shipping, your shipments are all validated by Amazon anyway.

On Amazon, items are not marked as delivered, as on other marketplaces.

Update

Still suspended / deactivated
my ODR is 0%
I have sent in appeal after appeal ( around 100 times ) one day it says …

We do not have enough information to reinstate your account for one or more of the following reasons:
– Evidence of delivery or verify that currently uploaded tracking information is correct. Tracking information may be provided in the Manage Orders section of your seller account. This may include buyer confirmation of receipt or proof-of-delivery documentation.
– You may be missing critical business information from your account to validate positive buyer-seller history across other sales channels. Provide supporting documents that includes but are not limited to business website and email or company bank information.
– We have observed a significant increase to your sales or an unusual change in your selling patterns. Please provide us supporting evidence that you have inventory to fulfill all of the orders placed. This includes but is not limited to copies of invoices, receipts, contracts, delivery orders, or authorization letters from your supplier issued in the last 365 days.

and other days it says just

We are not able to confirm delivery of your recent seller-fulfilled orders. Please provide us evidence of delivery or verify that currently uploaded tracking information is correct. Tracking information may be provided in the Manage Orders section of your seller account.

I need to raise some sort of formal complaint - i have no idea where to go next with it
