Partial refunds. Why have they withdrawn it?

I've done partial refunds in the past . why on earth have they withdrawn it?

Scenario

Customer buys 2 x of the same item

When we come to pack it, we notice that 1 x is damaged and 1 x is fine

Go to the order and about to issue a partial refund for it and ship the 1 x fine item

The option is no longer there to do that. I've either go to

1. Cancel the whole order

2. Mark both items (the damaged and the good one) as shipped and then issue a refund for the damaged one.

What on earth is their logic for stopping you adjusting an order , all it's doing is making it harder for sellers and more confusing to the buyers as you have to email the buyer to let them know that something will be saying shipped when it hasn't been.

You are not refunding at the stage of order dispatch, as Amazon only take payment once the order is marked as shipped, and unfortunately Amazon do not allow you to make changes to a customer order, in theory you are only supposed to list what you have in stock and available for sale, so this scenario should not occur in Amazon's eyes.

Either way you are going to take a hit on your metrics with this one I am afraid, so your choice is lose the sale altogether, or mark as dispatched and then refund the second item, bearing in mind Amazon will only partially refund their commission on the second item.
