Cn22 customs returns from Germany

Is anyone else getting returns from the German postal service ,we have complied with the new CN 22 customs protocol and send items all over Europe with not too many issues so far apart from Germany , who seem to return roughly 1 in 10 of our parcels , and ironically they place a sticker on the parcel right next to the fully completed CN 22 saying you need a fully completed CN 22 !!! as we say only about 1 in 10 come back , but it is causing a lot of problems with customers and A to Z claims etc as we know not every customer contacts you 1st to find out where their item is some just hit the A to Z button and ask questions later and obviously Amazons metrics will not recognise this problem ,so after many years of trading with no problems in Germany our metrics are now starting to head towards problems with the account , not sure what to do ??
