This tends to happen when a customer claims a faulty product has caused damage either to their person or property so Amazon considers a small payment in full and final settlement as less problematic than potentially facing a court claim and/or reputational impact.
Some sellers have seen Amazon reimburse them after making safe-t claims.

because this is amazon and they do not pay anything from their pocket and if they can make buyer happy from your pocket than why not..
this way buyer will bring more traffic when buyer will tell others about 150 refund when spent only 17..

A Goodwill Refund may have been issued — this is an additional amount that Amazon or Customer Service can provide to a customer on top of the original refund, for example, to cover return shipping costs or compensate for a poor experience. Goodwill refunds are not bound by amount limits and can exceed the original order value.
You can check your Payments Report in Seller Central to see the breakdown of each refund transaction.

Looks like a courtesy refund from amazon, this amount is usually paid back to seller later on

In February I had the same happen for a £9.99 order - the customer was refunded £150! I contacted Amazon and complained and was refunded back to my account a couple of days later
