Hello there! Does Amazon comply with payments to the seller as described in it's policy statement? I have heard that sometimes it takes time to deposit payments to the seller, while the poor seller, does not have money to stock up on more products. It's that true and somebody knows why?

First piece of advice: Go through Seller U, then spend at least a week reading the forums. Pay special attention to any threads such as "I've been deactivated", or "Section 3" or "Counterfeit without a test buy". Also find some Nike/LEGO/Adidas threads to read through what happened to the people who didn't bother to do this research.
Then come to the forums with any questions before jumping in. Keep in mind that Amazon is NOT a "learn as you go" place, and one mistake can cost you your account.
As for payouts, there is a Reserve that Amazon will hold on to for a while, especially for new sellers. This is to cover any returns/refunds that may occur. They want to make sure that you are a legitimate and honest business before assuming liability. In the past, there were scammers (mostly overseas) who would set up accounts, sell thousands of items, then pull out the money, all without ever shipping a single item. So the reserve process helps prevent that.
Yes, it's a bit of a cash-flow issue, but plan for it. Don't put all your eggs in one basket (such as the woman who invested $300K in Eclipse Glasses, then wasn't able to get the listing active before the eclipse), and test out things gently. It's probably best for now to fulfill your own items rather than using FBA, but your situation may make that impractical. If you do go FBA, note that it can sometimes take a month before your items become available; and if they don't sell, your removal fees can be substantial.

I will try to explain this briefly. When building an amazon brand payments or amazon payouts to your bank account, completely remove this from your strategy for 3 months. If at the end of those 3 months you have say broke even, but you now have a product with over 30-40 reviews and your rating is above 4. If your unable to keep this going your doing it wrong and i would not invest.
And yes amazon will pay you when they feel like it. Especially if you are a new seller. Also PPC is actually given to all sellers basically on credit. Is that good or bad, not for me to say. I will say it is convenient and smart of them.
If you want to run ads on TikTok you need to deposit funds which makes it um different.
