UPC Exemption Not Approved: Can not list my products. Anyone facing this issue, then please help.

I am the owner of a brand that is registered with Amazon UAE. While attempting to list a product, I encountered an error message. I purchased barcodes from Nationwide Barcode, but Amazon rejected them, advising me to obtain them from GS1 instead. When I reached out to GS1, they directed me to contact the relevant country office. Upon contacting the GS1 office in the UAE, I was informed that a single barcode costs 500 AED (around 136 USD), whereas in the USA, it’s only 30 USD. This pricing seems excessively high.

Can anyone help me find cheaper barcodes or advise me on how to get an exemption from Amazon?
