If you are signed up for the unified .com account, Mexico and Canada are automatically part of that. You can put Mexico on vacation, making sure you have no inventory there. All three make up the $39.99 monthly fee.

To expand a bit, when you sign up for a selling plan you are automatically enrolled in the the North America Unified account which allows you ability to sell in US, Canada and Mexico.

What if I don't want to sell on more than one store?
If you have been upgraded to a Unified Account and do not want to sell on another store, keep the store switcher on the country on which you originally registered. Your products will only list on that store.
You may wish to put these other location on 'vacation mode' as suggested above.
What fees will I pay if I sell something using my Unified Account?
For all per-item transaction fees, you will pay the fees applicable to the store in which the item was sold. Your monthly Professional selling plan subscription fee will be allocated to each North American store in which you have active listings on your monthly billing day, and will be limited to USD 39.99 or its equivalent in total. You cant, if you have any listings with stock, you will be charged a second monthly fee.
Some sellers here th ink you will not be charged a second monthly fee but you will, its 12.99 PER MARKETPLACE if you have stock there
our account was charged this for 1.5 years and we could not figure out how to stop it, but we had a failed FBA item that never got resolved and even with no listings, they kept charging us
we filed countless pointless cases.

You may want to check out Seller University Sell Globally section on Build International Listings(BIL). If you have Build International Listings(BIL) connected then listings will automatically be created unless you disconnect.

You cannot. You can disconnect BIL, close all your listings, etc. but this is a tar baby, and once you're assigned a marketplace, you're stuck with it. Amazon will say "we only see $40/mo, so no worries" but that transaction will be split across every marketplace, so if you have poor exchange rates or a per-transaction international charge on your payment method, you pay extra fees every month.
This is true even if you never explicitly signed up for the marketplace. The Aristocrats!

You can deselect the marketplace for a specific item. Go to Edit>Offer scroll to the bottom of the page and turn off the relevant marketplace. My experience is the same as BocaHydro. Amazon will charge you an additional fee if you do not have any sales in that marketplace even if you stock is FBA and located in the US. You will have to re-check this setting though as Amazon will turn this back on in time. I was not able to find out why.

Why do you want to remove it? Just leave it there. The total fees are still $39.99 if you put it on vacation mode.
