I think this is due to French import policy. I vaguely remember them having extra or different rules due to be instituted when i was looking into the IOSS system when it first came about.
I’d do a search to see if you can turn up articles explaining it from a search engine. If you’re confident navigating it, you could look at the French government website and see if you can find the info there.
