Are you using a real B&M bank or an online bank? Many online companies calling themselves a bank, are really nothing but money brokers which Amazon will not accept.

Danny from Amazon here, I wanted to chime in here with this FAQ for working with our Payment Service Providers, which may prove helpful.
You might also want to confirm if your bank is listed within this list of currently participating PSPs.
While I won't be able to see any exchanges between you and the PSP, I can take a look through any cases you have open with the issue with our seller support team to see how I can best advise. Have you opened any cases on this yet?
