How do you charge a restocking fee for an order that's fully refunded by Amazon?

I do FBM and currently in trial for SFP.
Until recently, every order that was returned to us, Amazon gave me the option to charge a partial restocking fee and then issued the refund. However, recently, I have been noticing that Amazon has been giving a prior-authorized full refund to the customer before the shipment has even reached me allowing me no time to actually upload pictures and charge a partial restocking fee.
I'm sure I can't be the only one going through this.
Does anyone know how I can circumvent this? How do I charge a customer a restocking fees if they have already been fully refunded on the order?
As expected, the seller support is clueless and they conveniently keep copy pasting those obnoxious preset replies.

You cannot charge a restocking fee before the item is received back to you. If you use Customer Service by Amazon, then you cannot recoup any of your losses/expenses.
If the claim is a buyer's remorse claim, and the order is refunded on first scan, then you can file a safety claim. You can request both inbound and outbound (but not SFP) shipping charges. You can only request a restocking fee on buyer remorse returns if the item is not returned in the same condition.
If the item is returned in the same condition in which it was sent, you cannot request a restocking fee.
