Dodgy seller - Why are Amazon not doing anything about it?

How is this seller still able to sell on Amazon?

Since August they have not had 1 positive feedback, every single one is the same story. They are sending envelopes saying "item is out of stock" instead of the physical product. This is deceivingly bypassing the SFP despatch rate/on time delivery metrics.

Also the feedback keeps showing this as a fulfilment issue when it is clearly not and just a scam by the seller.

I know multiple other sellers who have complained about this seller but nothing has happened, it does not take a genius to look at the feedback and see what is happening. Why is it so hard for Amazon to look into this fraudulent actions?

What exactly does it achieve? Surely the vast majority of buyers get a refund? Is thatthe win? Say 5% of buyers just forget?

But surely at this point their ODR must be WAY over 1%?

Don't worry. Amazon has systems in place to quickly deal with sellers like that. :)

But I agree with @Seller_ZJhFeE3tNKzfh, why are they doing it? I would love to know. Maybe they are just idiots.
