Add a new shipping address and save and close

I am a new seller on Amazon FBA , but when I try to add my ship from address the ' Save and Close' tab is greyed out and therefore I cannot add a ship from address. I called Amazon many times and sent many screenshots, but haven't able to solve the issue. Please help me.
