Amazon/DHL charged my account for the return shipment because the customer didn’t clear customs

Has anyone experienced this? I bought a product on Amazon.com to be shipped to Turkey and purchased the shipping label directly through Amazon's options (DHL). The package was sent, but it didn't clear customs, and now it's been returned to me. To make things worse, Amazon has charged me for the return shipping. How is this allowed when Amazon is the one facilitating the transaction and says customers are responsible for customs clearance too?

Well, it's against policy to begin with to buy something from Amazon from your seller account to sell to a buyer buying from Amazon. So, you should be charged and the deactivated.
