Is VTR Working -

Since Date Zero we have shipped 100% of our our orders with RM48 CRL.
Before imposing VTR we had a VTR of 0% and as of today (28/06/21) we have a VTR 79.6% - Should our VTR not be 100% already?

As a side issue The Royal Mail are delivering a minimum 20% of the RM48 over 5 days late IE: between 7 to 10 days from date of Shipment to delivery.
