I assume you are talking about purchasing through Amazon buy-shipping. If that is not an option then almost certainly the system believes that service won't get it there on time.
Generally speaking parcel select only makes sense when you MUST use USPS and the item must travel only on ground transport.
Otherwise there are almost always faster and or cheaper options.

You can buy it on various shipping websites, like Pirate Ship, Shippo, Stamps, etc.

It is an option offered on Amazon. If you aren't seeing it in the main options, scroll down the list in the grayed out options and you should find it where it likely says it wouldn't arrive in time. USPS Parcel Select actually travels at approximately the same speed as First Class Mail now, so it is actually a good shipping option now, not like not that long ago where it was a horribly slow shipping option. It doesn't appear that Amazon ever changed the shipping speed estimate, though, so they estimate it will take much longer than it will actually take a lot of the time. You can purchase the label off-site of Amazon if they won't let you purchase it on Amazon, but of course you lose any INR protection doing it that way.
Perhaps the overly long shipping estimates on Amazon for the service will get straightened out when USPS Ground Advantage launches on July 9th. USPS Ground Advantage will encompass USPS First Class Package Service, USPS Parcel Select and USPS Parcel Post instead of being the 3 separate services.

If you purchase postage using Amazon Buy Shipping, all available methods will appear.
Parcel Select takes longer, so it may not appear, especially if you ship on the second day of the ship-by window.
You may find that if you ship on the FIRST day of the ship-by window (or earlier), USPS Parcel Select MAY appear as an option.
HOWEVER...
If a package shipped using Parcel Select is Refused Delivery or is otherwise Unable to be Delivered, and then Returned back to you, YOU will have to pay Return Postage to the USPS Carrier to receive the package back.
USPS Priority has FREE Return Delivery if unable to complete Delivery.
