Email Scam or not?
As there is no notification in Seller Central in regard to this and the domain link appears good I do wonder about this email.

You have an outstanding amount due in your Selling on Amazon payment account. We attempted to charge your credit card or bank account for this amount, but your bank declined the charge.
All Amazon sellers must provide valid payment information from a credit card and bank account acceptable to Amazon Payments. Please verify that the payment information you have on file is correct, and contact your bank with questions related to the accuracy of the information you provided.
It is possible that the charge was declined due to a credit limit imposed by your bank. If that is the case, we may attempt to charge a lesser amount to your card or account as often as every 24 hours until the remaining balance in your account is paid in full.
If the payment was declined for any other reason, you will need to update the payment information in your account. Disbursements will be suspended until your payment information has been updated. Go to Seller Account information to update your credit card or bank account.
Once your payment information has been updated and verified, a disbursement will be initiated on your next settlement date. Additionally, any fees owed for this settlement period will be charged to the credit card or bank account on your next settlement date.
As a reminder, for amounts you owe us, Amazon Payments may charge any payment instrument you provide.

I would remove the links in case this is a scam email and a seller accidentally clicks on it and compromises their account!
Have you had a disbursement declined. It will be added back to your balance.
I believe if a card is declined it will be removed from your Charge Method

I had the exact same email.
The only difference was, I actually had an outstanding balance of £30 on my account.
My credit card was actually expired, so after I updated the card, everything was fine.

Amazon normally address you by name in emails, so if legit perhaps sent to you in error, but unless you have an alert, or notification in your seller account, I personally would ignore and delete the email.
