Regarding VAT in the UK

I started selling in the UK market in September 2023, and initially, they told me I would be exempt from VAT up to £85,000. However, due to the new law in 2024, I'm now being told I need to pay VAT because I'm not meeting the establishment requirement in the UK. My question is: do I need to pay VAT for sales made before 2024?

Who is 'they'?

Its not a new law in 2024, if you were storing goods in the UK you should always have been paying VAT
