Will Amazon compensate me if I open the VINE program but there are no reviews for VINE VOICE?

I’m curious if I opened the VINE program, but will I be compensated if VINE VOICE doesn’t leave me a review? I read the VINE policy and Amazon says"we cannot guarantee reviews will be posted for all enrolled units and cannot return any product to you. Our commitment per the terms and conditions is to do our best to distribute the inventory." I don’t understand exactly what it means, can anyone help me? Thanks!
