German VAT Number

I got a email saying I need to enter my German VAT Number

my German tax certificate is already verified

I can add any my DExxx number

then I select the address where is the business is registered

however it does not show UK or Germany as a country in the drop down list ?

Germany is greyed out and UK is not listed

anyone know how I can add the country ?
