It's one of the most frustrating situations in selling: a buyer opens an A-to-Z Guarantee claim, receives a full refund, and keeps your product. You're left out of pocket with no item returned. Sound familiar?

You're not alone — and there are steps you can take. Let's break down what's actually happening, what your rights are, and how to protect your account going forward.

🔍 Why does this happen?

The A-to-Z Guarantee exists to protect buyers when a transaction doesn't go as expected. When Amazon investigates a claim, the decision depends on evidence like:

  • Proof of delivery (tracking with signature confirmation)
  • Buyer-seller messaging history
  • Whether the seller responded within the required timeframe

If Amazon cannot confirm delivery to the buyer's satisfaction — even with basic tracking — the claim may be granted without requiring the buyer to return the item.

⚠️ The impact on your account

An A-to-Z claim that isn't denied counts towards your Order Defect Rate (ODR). Amazon requires sellers to maintain an ODR below 1% over a rolling 60-day period. Too many defects can trigger:

• Account health warnings

• Listing restrictions

• In severe cases, account deactivation

You can monitor this via your Account Health Dashboard in Seller Central.

✅ What you can do RIGHT NOW

1. Respond promptly — always: You have 48 hours to respond to Amazon's request for additional information. If you miss this window, the claim is automatically granted in the buyer's favour, your account is debited, and your ODR takes a hit.

2. Provide compelling evidence: If you used Buy Shipping and shipped on time, Amazon will cover delivery-related A-to-Z claims and they won't count against your ODR, no additional proof of delivery is required for this protection. If you did NOT use Buy Shipping, a carrier delivery scan alone may not be enough to win a claim. Strengthen your case with:

• Signature confirmation

• Photographic proof of delivery

• Proof of item weight matching the dispatched parcel

• Any buyer-seller messages acknowledging receipt

3. Appeal the decision: If a claim is granted and you believe it was unfair, you can appeal. Present new, relevant evidence not previously considered. Be factual, concise, and professional.

4. Request a return before refunding: If you choose to refund proactively, remember: you may request the buyer return the item before you process that refund. This is within your rights as a seller.

5. Report suspected buyer abuse: Amazon's systems evaluate buyer behaviour patterns. If you believe a buyer is abusing the A-to-Z process, report it through Seller Central by going to Performance > Account Health > Report Abuse and selecting the appropriate reason. Amazon does investigate repeat abusers.

I am urgently requesting assistance regarding a recurring system-level technical issue with the "uk-18-knife" age verification attribute for our kitchen knife listings.

The Problem

Since July 10, we have received 74 duplicate performance notifications across 7 different ASINs, all alleging that our products lack the "uk-18-knife" attribute. Our products have been deactivated as a result.

We are fully aware of Amazon UK's requirements for selling kitchen knives:

*All products must be sold via FBA ✅

*The "uk-18-knife" flag must be uploaded via spreadsheet or product detail page ✅

We have complied with both requirements from day one.

What We Have Done (All Failed)

*Uploaded the product spreadsheet with full-update multiple times

*Edited each listing in "Manage All Inventory" and confirmed the age restriction setting

*Opened multiple support cases

*Submitted appeals via Account Health

*Each time we upload the spreadsheet, we receive additional performance notifications. The more we try to fix it, the more notifications we receive. We are stuck in a loop.

The Evidence That This Is a System Error:

For our older ASIN, the "uk-18-knife" flag is still visibly present on the front-end product detail page – yet the system continues to send notifications claiming it is missing.

For 3 of the new ASINs that have inventory in FBA, the flag is also present on the front end. For the other 3 new ASINs (currently in transit to FBA), we cannot observe the front end, but we have confirmed the attribute is correctly set in the backend.

This is NOT the first time. We experienced the identical issue in April–May 2026. After an extended process with Seller Support, the issue was eventually resolved manually..

Other sellers on this forum are reporting th exact same problem – the system fails to detect the "uk-18-knife" flag even when it has been correctly uploaded.

The Irony

Seller Support keeps instructing us to "upload the spreadsheet to update the uk-18-knife tag" – which we have already done multiple times. This is a circular response that does not address the underlying system failure.

Our Request:

*Review our case history and confirm this is a recurring system-level issue

*Escalate this matter to the technical team or internal review team – not to Seller Support (who keep giving us the same circular instructions)

*Help stop the repetitive automated notifications for these 7 ASINs

*Assist in manually restoring our products to active status

We are fully compliant sellers who have been selling kitchen knives on Amazon UK for a long time. This recurring system error is causing severe disruption to our business.

Any advice or guidance would be greatly appreciated!

Hello, I have been trying to grant access to our employees of our UK account but when I send the initial invitation they accept it and then when I go to the permission section to grant them permission, then on top of that page I see cards of all the EU and UK markets with button saying " Finish Verification" and I have clicked on that Finish Verification button for all the markets and it just shows that the verification data has been submitted and now I need to wait for 2 week, while it been more then 3 weeks and I have received no response.

Then below that are the actual permissions and there I see a warning sign on almost all permissions that says "Identity verification is required in some countries/regions before granting this permission. Expand this permission to see affected locations, or review the required actions at the top of the page." While I have provided all the data for verification of my employee and still Amazon isn't helping here

So I am trying my luck here to see if Amazon support staff would help me with this issue.

I have also created a case with id: 12957896672 and it has all the information, and I was told that the team will reply in 5 days and it's been almost 10 days with no response from Amazon technical support team.

Hi, @Seller_nEEe7zUuNBBx9,

After a month of repeated 'the internal team is investigating...' responses, I finally just received an update saying that the investigation is complete.

However, they have misunderstood the situation, as it has not changed, let alone been resolved.

Because this bug makes the SSA system promise Sunday deliveries to most UK postcodes for RM Tracked 24 orders dispatched on a Saturday, I was forced to turn off Saturday dispatch in my settings - likely losing a few sales in the process. I explicitly mentioned this in my cases, which led to Selling Partner Support saying in April:

"Once we resolve this issue, you should be able to re-enable Saturday dispatch with Monday being shown as the earliest delivery estimate, as it worked previously."

Now, however, the internal team is using the consequences of me disabling Saturday dispatch as evidence that the bug itself is fixed! They claim that because Tracked 24 orders received after my same-day dispatch cut-off on Friday, 10/07/2026, were given earliest delivery estimates of Tuesday, "the system correctly skips Sunday" as a delivery day. This is not true! It simply skips Saturday as a dispatch day due to a different, non-bugged setting I was forced to change 3 months ago to try to compensate for the actual bug!

I have replied to this latest response with a screenshot showing that the system is still showing Sunday as a delivery day, but I don't know if it being 'resolved' by the internal team requires it to again be escalated by a moderator. Is there any other place this can be escalated to where they are more likely to understand and fix this bug in Amazon's system? I would understand if it took a month after escalation to be resolved, but it is staggering that it has taken a month after escalation (3 months after it was first brought to Amazon's attention) just to be misunderstood like this.

Like with the introduction of FBM Ship+ last week, Amazon is increasingly enticing FBM sellers to use SSA, expedited/next-day delivery, and fast handling time, so I would think an issue which affects the combination of SSA & our largest postal service's fastest standard delivery deserves escalation to the highest technical level - especially since it requires us to effectively extend handling time to compensate. This would involve sending it to a team which can actually look into the logic of the SSA system, not just look at my orders to see if it magically resolved itself.

we send regularly to NI always with T24 and know the past month they’re taking an average 3-5 days to deliver. It’s rarely next day so I think it’s SSA doing its thing it’s meant to do and calculating the average delivery time and adjusting

We are aware of the 3 Euro per tariff heading import duty being levied on goods exported from the UK to the EU from July 1, and we are being charged these by Royal Mail via our OBA. However, for France ONLY, we are also being charged via Royal Mail’s Surcharge Supplement for import taxes, despite these being IOSS orders in both Amazon's and Royal Mail’s systems.

In effect, we are being double-charged in taxes. We have noticed that Royal Mail’s labels now show PDDP for IOSS orders (prior to July 1st, they showed IOSS). We can’t get any answers from our Royal Mail account manager. Our Royal Mail account isn’t linked to Amazon’s buy shipping. Is anyone else experiencing this?

MY amazon easy ship orders which we have 0 days handling time and next day delivery service,showing delivery after 2-3 days.

Our orders dropped from about 300 a day to 60-70 orders a day.

Anyone else have similar situation?

You're right that the cumulative cost of separate registrations can be disproportionate for low-volume sellers. Here are some approaches:

  • Amazon EPR Pay on Behalf (PoB): For certain countries (currently France and Spain, with expansion underway for Italy, Belgium, and others), Amazon offers a Pay on Behalf service at €25/year per category (plus eco-contributions based on your actual sales). This significantly reduces the administrative burden — Amazon handles sales reporting and eco-contribution payments to the Producer Responsibility Organization (PRO) on your behalf. Since you're a UK-based (out-of-country) seller, you may be automatically eligible for this service in applicable marketplaces.
  • Consolidated service providers: Some third-party providers offer multi-country EPR registration and reporting packages. When using Amazon's compliance portal, you can purchase services for multiple countries simultaneously by selecting from the "Suggested Services" options, which streamlines the process.
  • Cost-benefit analysis per marketplace: For very low-volume markets, calculate whether the annual EPR registration + eco-contributions + AR fees exceed your profit margin. If they do, it may be worth pausing sales in those markets until volume justifies the cost.

2. Compliance Services: Options Available

You essentially have two paths:

Option 1 — Amazon EPR Pay on Behalf: A third-party service provider handles EPR registration and, where required, Authorized Representative appointment. Amazon's EPR Pay on Behalf service then manages sales reporting and eco-contribution payments to the PRO, simplifying your compliance. For both options, once you obtain your EPR Registration Number (ERN) and submit it to Amazon, all ASINs within the applicable product category will comply with EPR requirements, enabling you to continue selling without interruption.

3. Strategy: Fewer Countries vs. Multi-Country Sustainability. This depends on your margins and growth plans:

  • Consolidate to profitable markets first: Many small sellers focus on 2-3 high-performing EU markets (e.g., France and Germany) and only expand once volume justifies the compliance overhead.
  • Leverage PoB where available: In markets where Amazon offers Pay on Behalf, the cost is predictable and low (€25/year/category + actual eco-contributions). This makes multi-country selling more sustainable even at lower volumes.
  • Consider Ireland carefully: As a UK seller, Ireland may be your most natural EU market, but EPR requirements still apply. Evaluate whether your Irish sales volume justifies the compliance cost.
  • Sweden and Netherlands: These are newer EPR markets with potentially higher setup costs due to fewer consolidated service options. Consider whether your sales there warrant the investment.

4. Future Planning: Preparing for PPWR (12 August 2026) The EU Packaging and Packaging Waste Regulation (PPWR) — Regulation (EU) 2025/40 — entered into force on 11 February 2025 and becomes legally binding from 12 August 2026. Key points:

  • Universal registration requirement: PPWR requires EPR registration in every EU member state where you place packaged products on the market. Online marketplaces (including Amazon) must verify sellers' registration status before allowing sales.
  • Non-compliance risks: Fines can reach up to €200,000, products can be banned, and marketplace listings can be suspended if you don't have a valid EPR registration or Declaration of Conformity.

What to do now:

  1. Identify your role under the regulation (as a brand owner, you're likely classified as a "producer" or "importer")
  2. Register for EPR in each country where you sell — use Amazon's compliance portal or the PoB service to streamline this
  3. Prepare your Declaration of Conformity (DoC) for your packaging, referencing Regulation (EU) 2025/40
  4. Review your packaging specifications against PPWR requirements (chemical restrictions, minimisation, recyclability)

Amazon's approach: Amazon is actively rolling out compliance tools through the Account Health Dashboard. Check your Seller Central > Performance > Account Health for any EPR-related notifications and action items.

My suggestion: Start with Amazon's Pay on Behalf service where available, as it's the most cost-effective for low-volume sellers. For markets where PoB isn't yet available, evaluate whether your sales justify independent registration costs.

Customer messages us with a blackmail attempt to get a product for free...

"This item is fake.I want a refund or I will be contacting trading standards.Its not even got a box"

The item was a known branded product that is manufactured as a standalone product without a box, with the EAN and information directly on the container. (like a tin of lynx deodorant)

After standing our ground with the customer and inviting them to return for refund (we even supplied them a free return label) and that we would be more than happy for trading standards to look at it, they decided to keep the item and in over 5 weeks, have not said a word or returned the product.

Of course Amazon picked up on the message in the buyer/seller messaging and totally ignored the blackmail attempt, and then put this ASIN into a Product Authenticity Customer Complaint violation.

Next came the normal nightmare of appeal.

Supplied invoice... Rejected, cannot verify supplier

Spoke to health team back and forth for 4 weeks..... Appeal ACCEPTED.

Then got a phone call from health team, they cannot re-instate listing as it has been deleted from your inventory. (was advised to delete from inventory in first health team phone call)

Was told to relist the ASIN... cannot relist as it is blocked

Was told to get seller support to relist for me.... cannot relist as it is blocked, appeal though health dashboard.

Health team.... DO NOT re-appeal through health dashboard, get seller support to put ASIN back in your inventory.

Seller support..... cannot relist as it is blocked, appeal though health dashboard.

Round and round in a loop of death as 1 internal team cannot talk to another internal team.

Health team.... this is 100% an Amazon issue and we will sort it, DO NOT re-appeal.

Your case has been shared with a specialised team who will resolve this technical issue on their end. Please note the following:

-- You do not need to reapply for brand approval.

-- You do not need to start the process over again.

-- Please do not attempt to relist the ASIN yourself or submit any new appeals while this is being resolved, as new submissions could delay the process.

-- You will receive an email notification once your listing has been reinstated. This typically takes a few days for the team to action.

-- I completely understand how frustrating this experience has been, especially after the conflicting information you received.

2 weeks, several cases and 5 phone calls later.... this is 100% an Amazon issue and we will sort it.

each time getting rejected by 1 internal team telling me to appeal through the dashboard while another team tells me not to as the appeal has already been accepted.

For over 5 weeks back and forth in this loop, all the while, my account suffering from the health point hit.

Received a Restricted Product violation for a banned ingredient.

Checked the ASIN and sure enough, through an obvious bad merge or ASIN creation, the banned ingredient was in the detail page.

Contacted seller support and supplied them with the evidence to show item was safe and it was a listing detail error.

Had confirmation from support that the ingredients had successfully been updated.

Then sent the same product photo's in my hand to appeal team showing it does not contain banned ingredient, along with a screenshot and reference to the earlier case with support that the violating ingredient had been removed from the ASIN.

After a few hours, the ASIN was re-instated and the health dashboard updated to remove the violation.

24 hours later, the same ASIN has been de-activated again for the same reason.

Sent same info in appeal.... rejected.

Spoke to heath team... cannot understand why it was re de-activated, another internal team vs internal team to review.

Exact same product, same EAN and its other size variants all being sold on Amazon

It is just an absolute nightmare dealing with Amazon, it AI and it's internal teams that just hit reject, go back to square 1, without even looking at what is presented to them.

I don't have many issues with tracked services. Occasionally one or two parcels end up in the wrong part of the country, but 99% of my Tracked 24 parcels arrive the next day. My mail centre is Greenford, as I only live a few miles away, so it generally works pretty well for me. The last major meltdown I remember was during the strikes in 2022.

RM48 and 2nd Class are a different story. The problem is that many customers seem to think Royal Mail is like Mary Poppins—practically perfect in every way. So if an untracked parcel is delayed or goes missing, they assume I've pocketed their money. On an untracked order we're only talking about £4 overall. It's hardly a great business model when I've already paid for the postage label and Amazon has taken its fees.
