can someone please help me with how to write a plan of action

Your Amazon Buy Shipping Usage rate for your Seller Fulfilled Prime orders has fallen below the 98% requirement of the program.In the period from 01st July to 06th July (Week 27) , your Buy Shipping service Usage rate was 85.71%

Amazon Buy Shipping Usage is calculated as the percentage of Prime orders where Sellers have purchased shipping through the Buy Shipping Services. In cases where no options are provided to you in Amazon Buy Shipping, you are permitted to use other carriers but must provide tracking for these shipments.

One of the requirements of the Seller Fulfilled Prime program is to buy ship labels for at least 98% of your Seller Fulfilled Prime orders from Amazon Buy Shipping. Failure to meet the program requirements will result in suspending your eligibility for Seller Fulfilled Prime and turning off the Prime badge on your Seller Fulfilled Prime items.

In order to avoid losing your eligibility, you need to submit a Plan of Action that explains:

  1. Why your Seller Fulfilled Prime Amazon Buy Shipping Usage rate has fallen below the 98% level?
  2. What actions are you taking to remedy the situation?
  3. What measures you are putting in place to avoid the reoccurrence of this problem?
  4. What is the time frame for the implementation of this POA?

They mark it as answered but next week you will get another and again the week after,is yours the same problem as ours, we use DPD but when we get a order for islands or highlands they ( DPD) wont except it, so we have to send it with DPD Local, we cant cancel the order so we have to send it. Amazon say we are doing everything right but they keep sending the same email each week.
