Sub account user permissons

I have sent email invitation to sub account seller I want to give permission to help me sell in another country but Amazon is asking for their verificaiton details… help as they dont have passport or ID card?

Do they have a photo driving licence? I think that is one of the acceptable documents - the message from Amazon should give you a list of them
