Unable to Create Listing due to Credit Card being Invalid or in Process of Validation

I recently opened a US seller account by accident and closed it and opened a UK account only changing the email address. This may relate to the following problem…
Since opening my UK account, I have been unable to create listings, getting up to as far as picking my category, which I am promptly shown after this message:
‘You’re currently unable to add or edit listings because either the credit card on file is invalid or the credit card is in the process of validating, which could take up to 24 hours. Please ensure that you have a valid credit card uploaded in Account Settings.’
Now, my credit card is definitely valid as other charges from Amazon have been made such as purchases and subscription fees. I waited a week until trying to create a listing after submitting my details so it has been more than 24 hours, so it can’t possibly still be in the process of validation.
I have phoned and emailed Amazon seller support. It just seems that they keep sending me emails saying ‘We have passed your issue on to our technical team, we will update you once feedback has been given.’ I have been receiving these email over the last 11 days.
Can anyone offer some advice please or had any similar experiences?

Normally, it can take a few hours to get your charge method on file verified, however waiting for a week is already too long and unusual.
Since you are having issues with verification, try e-mailing seller-verification-enquiry@amazon.co.uk.

I’ve had this problem for over 2 months now and i get the exact same response from amazon.
