not able to disimburse funds

i have been unable to disburse funds into my account manually as i used to able to do uptil this last weekend. No email or notifications have been sent by amazon and i havent made any changes to the account. All banking details are verified and have green ticks on the account info page.
Any sales funds are going into the account level reserve. I currently have funds cleared on the NET Proceeds page but cannot currently request payment as i was able to do since i started almost 12 years ago. An automatic transfer is due to take place on the 15th.
I have called amazon seller help but they state they have passed it on to an account specialist and they will be in touch but couldnt say how long it would take. I have a feeling that the account level reserve may be because of new +7 days scheme where amazon have decided to withhold funds for 7 days after the package has been received by the buyer but i should be still allowed to the transfer the money automatically
please help
