I have New Seller Incentives but still being charged the Vine Enrollment Fee

The Incentives dashboard shows the Vine Credits is active and have $200 for vine.

So I clicked the "link for vine" to enroll the vine from the Incentives dashboard when it shows active, but it still charged the fee from my account balance last month.
