Is there an e-mail address to discuss compliance and policy violations through amazon besides account health? They only accept phone calls and I need to present compliant evidence to an actual representative who works in a legal department. I cannot continue appealing my case through their automated system. Everyone time I dispute, the responses I receive are very generic. Please, can someone provide me with a direct contact.

Not really. The rules have become pretty strict. You have not really provided any information here to give any real answers. Not all policy violations are created equal.
