How to handle a bad review due to missing pieces from item

Hello,

I recently received a 2 star review from a buyer who purchased an item that was a 4 -pack and is stating that they only received 2 pieces instead of 4. I would like to either send a new 4 pack or reimburse the buyer but I am not sure how I do that.

Any help is appreciated!
