Does anyone know what the #1 Top Rated badge requirement is?

Hi,

I noticed Amazon newly launched a "#1 Top Rated" badge. One of my competitors has this badge on the search result page. That product has the highest review score. While I noticed some other products, which has the same review score, don't have this badge.

Does anyone know detail about this badge?

upon checking a few examples, i feel the rating score matters the most, and then the rating counts as second factor if the score is the same.
