Print return label in post office?

Is this possible by scanning the QR code on labels?

I received a damaged item from Amazon a couple of weeks ago and they requested me to return the item. They sent me a QR code to my phone and I took it to my local post office and they printed the returns label very easily. I asked if all post offices can do this and they said they should be able to do it.
