why amazon require send to CWL1, but reject

CWL1 can't accept our shipment, why does Amazon require us to deliver it to CWL1 !

Many of our shipments require delivery to CWL1.

But CWL1 cannot receive it.

Why does Amazon arrange unreasonable warehouses?

The case cannot be solved either.

Even today when creating shipments, they still require us to send them to CWL1!
