You can use a flat file to update this attribute, even if it's padlocked.

I have the same issue. Some of my products have the CE Risk Assessment attribute as true but now the rest of my inventory is going to be disposed of in 28 days. This has been going on for a year.
The case reply just keep telling me to "change the value to true". I have called, appealed, and still the same answer, for a cloth belt.
I will have to close up shop in the UK. Very sad.

Hello, We have the same problem.
First, we had issues updating the listings because the necessary fields were locked. Ok, then we deleted the listings and/ or updated them via the file where we could and now the attribute says "yes" as it should but above it states "false"
We have been back and forth with seller support but without any resolution.
@Sakura_Amazon_ @Angie_Amazon can anyone of you please help? We are going in circles with seller support about this. We have updated the listings and provided supporting documentation but to no avail.
It seems that it is just some sort of error in Amazon system. We are losing sales and we need this resolved, please help!

I'm having the exact same issue. I was told to delete it and reinstate the listing which doesn't work, just changes it back to no with a grey "True" above the attribute followed by another listing removed email. Amazon appeals and listing teams have been less than useless in helping. Did anyone manage to get this solved yet?

I have this exact same issue, my best selling item has been deactivated as I can't physically upload the ce_risk_assessment, even though I have it. It is greyed out on the back-end dashboard.
I am going around in circles, every time I ask seller support to help, they refer the case to the re-activation team. Next, the the reactivation team tell me that I need to submit the ce_risk_assessment and on and on the cycle goes.
My item remains deactivated, I can't upload the required documents to reactivate.
Urgent help is needed if anyone can assist please @Angie_Amazon @Sakura_Amazon_.

Hello! @Seller_HCpo0962k5gHX
Apologies for the delay on getting back to you.
We have been working to escalate this matter, and it has come to our attention that the ASINs in question have different attribute across different marketplaces. This is causing conflicts with the attribute ce_risk_assessment_required displaying false despite showing the selection as Yes, the SKUs for your ASINs exists in Poland, Sweden, United Kingdom and Spain. The only market showing the desired attribute is the UK; while the others markets are showing the attribute as "false = No".
In order to have the attribute displaying the correct contribution as "true = yes", the same value needs to be consistent across all markets, this is because the SKU is shared amongst all of those markets.
Please do the following:
- Delete all the SKUs from the impacted ASINs in all the Marketplaces where they are added: Poland, Sweden, United Kingdom and Spain.
- Wait 24 hours
- Upload the listings using a feed template and make sure the attribute for ce_risk_assessment_required is marked as "true = yes"
I acknowledge that you have attempted to delete the listings before, and I know how time-consuming this might be; however, this action needs to be completed across all markets in which the same SKU for the impacted ASINs exists.
Please reply here once this is done. Looking forward to hearing from you.
