Unable to provide documents for UK VOEC
I am really struggling to provide the documents required for Determination of "Establishment" for UK VAT. I am a UK sole trader who lives with her parents and therefore cannot provide a utility or council tax bill in her name. I have provided evidence of being a sole trader from the gov.uk website, plus provided proof of address in the form or driving licence and passport. I have also provided a business bank account statement with my address on it, but none of this is being accepted. Please can someone advise on what else I can give. They keep suggesting the same things and I cannot provide any:
"Thank you for providing your previous documents. We require one or more additional documents to continue with your verification.
What documents should I provide?
If you are a sole trader (natural person),
-- Provide evidence that you are physically operating your business from your provided address.(provide any one the below mentioned document)
• A recent UK council tax bill or business rates of the current year, addressed to the company or a director or partner of the company.
• A recent utility bill dated within 180 days addressed to the company or the director or partner of the company.
• If sellers are using a shared working space, they can provide one of the following:
o A recent licence agreement
o Copies of invoices for payment of rent
o A proof of payment of rent."

Get yourself added to a utility bill or get a rent agreement drawn up by your parents for your business to operate from that address?

You could also try submitting a personal bank account statement, mobile phone bill or similar - as many different types of document as possible.
If that doesn't work, you could draw up a licence agreement between you and your parent - if you search for 'licence agreement' on the Shelter website, they tell you what a licence agreement should include.
I was also asked for these documents, but even after providing them, my disbursements are still blocked a week later. I understand that a lot of other sellers are experiencing similar issues.
