Delivery Date Reserve - VTR exemptions

Does anyone understand the Delivery Date Reserve and how that works with the VTR exemptions for orders under $10? It says that delivery has to be confirmed but how does that work with shipments that do not have tracking?

It's a week past the latest arrival date based in your shipping template settings. Usually 20 days or so to get paid for those.
