How important is your IPI rating?
How important is your IPI rating for getting Buy Box? What is deemed as a good IPI score might stays around the same score but certain parts of the score let me down such as In stock Inventory. Is it best to delete out of stock inventory which you haven’t got any en route to Amazon or won’t be getting any more in Stock?

IPI in itself has no bearing on getting the buy box.
It’s all about the storage that you are allocated at the FBA centres.
As long as you have sufficiently high of a score, to allow for the storage that you need, then it doesn’t matter.
As to improving it, then the one you need to concentrate on, is your sell through rate. The better this is, the better your score. The others will impact it, but not that much overall.

The quick answer is that Amazon don’t publish a full list of factors that influence the buybox, but it shouldn’t really matter given what IPI is.
As for inventory that you won’t be selling again, it can be better for your account health to delete them but it won’t directly improve your score. Having items out of stock that are good sellers can influence your sell through rate, but the in-stock metric itself is purely for your own information.
