Can a new user be added as a Global manager without having a passport?

To be verified doesn’t actually need a passport, a driving license will do.

We used to use driving licence, but on the setup form for a new secondary user, driving licence is no longer an option on the drop down. It just has Passport or EU ID card. Could be just our account mins!
