I am writing to express my deep disappointment and frustration regarding
the repeated attempts to charge my credit card for fees that should no
longer apply.
Several weeks ago, I made the conscious decision to downgrade my seller
account to avoid these very fees. Despite this, I have noticed multiple
attempts to charge my credit card, causing me not only financial
inconvenience but also significant distress.
I chose to downgrade my account because my sales volume no longer justifies
the higher fees. I trusted that this change would be respected and
correctly processed. However, the ongoing attempts to charge my card have
shaken my confidence in your service.
This experience has been incredibly disheartening. Instead of focusing on
growing my business and providing excellent service to my customers, I find
myself repeatedly dealing with billing issues that should have been
resolved weeks ago.
I urge you to address this matter with the utmost urgency. Please ensure
that my account is properly updated to reflect the downgrade and stop any
further attempts to charge my credit card. I hope that you understand the
gravity of this situation and the impact it has had on my trust in your
platform.
I look forward to your prompt resolution of this matter. Your attention and
swift action are greatly appreciated.

This is the sellers forum - you are not talking to Amazon on here. Raise a case with Seller Support through the help link at the top.
However, you say you have downgraded your account - you need to downgrade your selling PLAN from the professional selling plan to the individual selling plan, to avoid the monthly fee. Account types and Selling Plans are two different things.
Check again under Account Info > Manage Your Services. Under "Sell on Amazon" it should say Individual if you have correctly downgraded. Otherwise it will say Professional.
