Dangerous Goods Classification by Amazon FBA

This product asin B009QXXM16 had been classified as Dangerous Goods by amazon FBA as they need more info and they are asking for SDS Sheet to determine if it is really dangerous goods.
We did receive an SDS Sheet but this is from the manufacturer and will cover the whole range of similar product they manufacture but Amazon FBA will not accept it
Then we had noted that Asin B017CK8JKS which is a Bundle Pack of 3 Car Air Fresheners, one of air freshener in the bundle is asin B009QXXM16 and the whole bundle according to Amazon Seller Support Agent is not Dangeous Goods and had passed Hazmat Review.
Just to summarise asin B009QXXM16 had therefore been classified as Dangerous Goods but not when the same product is in a Bundle Pack of 3 - Asin B017CK8JKS

The Seller Support Associates is arguing hazmat review is for individual asins which we clearly understand but if there is only one SDS sheet for these products, how did Asin B017CK8JKS pass the Hazmat Review and not Asin B009QXXM16
