They can buy from the UK market. The FBA seller does need to have FBA Export enabled though - most newer accounts are defaulted to being opted in. You can check in your FBA settings.

OP, also remember that when you opt-in to sell to the Irish Republic, Amazon will remove 20% UK VAT from your item sale amount and will pay directly to the UK Customs & Excise. So for example if you are selling an item for £120, which includes 20% UK VAT, Amazon will sell this to the Irish (or other EU Buyer) for £100, and Amazon will pay you on this amount after deduction of all costs, unless you are VAT Registered and have adjusted your seller accounts settings accordingly. Please remember that Amazon system automatically presume that your item price includes VAT.
