I cannot tell you how to create the link or which platform to use, I can just highlight that the link for the PDF about product documents needs to be a downloadable one.
"Enter the product document link (the URL where your product document is stored). This must be a direct download link (for example, https://s3.amazonaws.com/my-store-public-files/installational_manual.pdf) rather than a sharable link that opens the PDF in a browser (for example, https://s3.amazonaws.com/file/d/1RG3CAPiwiFlFATUlIIwhk0RrbEU4PgVP/view?usp=sharing)."
