Amazon international delivery fees not charged

Hi all, i have sold 5 items on amazon, all have sold in germany.

However the first one was charged at a low rate, so i went to change the rates of shipping.

Every order after that has not charged any delivery, and this is going to leave me very much out of pocket… what have i done to do this and how do i fix it???
