Reread the message, it tells you exactly where to send the information and what information to send.

Hello @Triumpth_92
Charles from Amazon here.
There are many variables that we don’t know, from what has been posted in this thread so far. Here are some areas of concern:
- Are you registering for the first time?
- Are you reinstating an account that was deactivated?
- Are you living in a distant country and registering for the .com marketplace?
- Are you an LLC or an individual?
- Do you have utility bills in your name or not?
- Have you ensured that documents in which you send are readable, crisp, and clear copies so that we can clearly read them?
The disappearance of the “submit more information” button on the “reactivate your account” page may not be there simply because we are currently in process of reviewing your most recent submission. The button will return after our review is complete.
From what I’ve read though, it sounds like you have exhausted the number of attempts allotted to you. Your paperwork has not been acceptable.
You mentioned calling us, but not sure if you have clarity on further instructions. The location to find a way to make contact with the appropriate team is as follows:
Go to main page of seller central > Performance tab > account health dashboard >click yellow button that says “ call me now .”
In doing this, you may find that you could be eligible for a video verification call. I am not sure about your specific situation. Just ask if you are eligible for a video verify. This means that an appointment can be scheduled to screen share via video, and show us your identification and address verification.
But this leads me back to the documents themselves. Have you manipulated the utility bills or and other documents in any way? Even by “zooming in” on a jpeg is considered document manipulation.
- Did you change or edit any part of any document?
- Are your documents blurry? Are the full pages scanned completely?
- If there are multiple pages, have you sent them all?
- Do addresses actually match the information that you inputted into seller central?
At any rate, I trust you will find a resolution soon, after a complete and valid submission is received.
Regards,
Charles

Be very cautious on your each appeal submission.
If Amazon did not receive useful information from your site, especially from your past 10 submissions (way too much…), they will permanently close your appeal path.
Make sure every information is prepared and well format before clicking that button.
From your case, I believe that you have no chances moving forward on Amazon.
