Tax Invoice

A buyer has requested a tax invoice, however we are not registered for VAT in KSA and his order was not subjected to VAT. Amazon's own help page dictates that:

"If you are registered for VAT, KSA VAT legislation requires you to provide a compliant tax invoice to every customer that makes a purchase subject to VAT from you. Sellers who have not registered for VAT should provide commercial invoices to the customers without charging VAT."

We have issued a commercial invoice, but customer support has wrongfully informed the customer that they should get a tax invoice. Not only Amazon is not helping, but they're now damaging the process with misinformation. I wanted a simple confirmation that this order was not subject to VAT, and they couldn't even give me that because of their incompetence. Will anyone actually confirm their own policy here or just repeat what I've been told my customer support, which is something they copy-paste on some webpage they're not bothered to understand first?
