Did you enter the IOSS on the CN22? All customs data needs to be transmitted digitally. It is likely some of the required data isn’t being sent correctly.
Or customs have messed up which happens a lot!

Also Austria have strict rules on what can be imported. We don’t send to Austria through Amazon or our own website for this reason.

There isn’t anything obvious with it and although the CN22 may not have been seen, the barcode on the front is an electronic customs label informing them of the declared value of goods, what it;s for etc, the bit on the back is just detailing whats in it.
Problem is there is nothing you can do.
I had the same issue with Austria a couple of weeks ago but had sent it international tracked. Royal Mail got back to me and confirmed nothing wrong with it and was free to put in a claim.

Ok Here’s my take.
I suspect you submitted a country of Origin which was outside of the UK and EU.
IOSS only covers VAT not duty.

Weve had loads more than normal recently and its all been RM transactions. I personally feel its either an EU political retaliation or a RM data issue. Our account manager just waffled instead of using the data provided to investigate properly. Needless to say DHL Global Mail beckons.

I’ve started writing ‘Vat Paid: IOSS: IM…’ on the front label next to the IOSS logo and on the CN22 form under the items , only had 1 get charged extra out of around 200 orders since then.

IOSS system means VAT already paid .
BUT not Import duty .So many people have this confusion that IOSS means all paid
After Brexit UK is no more EU trade hence anything import from UK to EU are subject to pay 2 charges 1 is VAT and another is Duty .
Customer can pay VAT at the time of checkout and will generate the IOSS no but not Duty, Duty also customer needs to pay and that can’t be pay in advance when the parcel arrives at Custom , custom people contact to customer to pay duty .

Honestly, it’s more likely an issue down the chain e.g. International Partners like DHL or even the government systems themselves. I had 2 recently, 1 Germany, 1 Belgium & after contacting Royal Mail they gave the following response:
"I am very sorry that you have had to contact us again.
I can advise that, I have made enquiries with our International Team regarding your two items and they have confirmed that the Electronic Customs Data for item BLANKED was not uploaded. A data file for item BLANKED was created, however, the data uploaded to Belgian Customs was incomplete.
I do realise that these were not errors on your part, and I am sincerely sorry for the inconvenience caused. I would, therefore, like to issue you with a refund of postage for both items. If you can provide me with a cheque issue name, along with the total amount of postage, I will arrange this for you."
