Brand Ownership Transfer

Hey all, hope you can help with this issue,

we bought a brand but the person who enrolled them in brand registry had left without transfer the ownership and they are unable to send invitation for their brand registry to us.

we submitted cases from our brand registry to clarify this issue but always received a negative response like:

"This type of request needs to be submitted by the trademark owner. As per our investigation, we couldn't able to match your information with the Right Owner as per Trademark records."

is there a like re-enrolling process ? we can provide any verifications from who registered in USPTO
